Idle Forge 1.3.1 Ability Hotfix

Version 1.3.1 is a small hotfix focused on ability behavior during forging and ability setup persistence.

Why it changed

Abilities should feel predictable. When a player is forging, combat refreshes should not cause abilities to ignore their cooldown, and chosen ability slots should remain stable after closing and reopening the game.
